NWFL Bylaws

SECTION 4:  Membership in the League
A) To continue being a member team in the League, franchises must conduct themselves in accordance to the League Constitution and the bylaws contained within.
B) Teams failing to adhere to the League Constitution and its Bylaws become subject to the penalties as outlined where such rule(s) have been violated.
C) New team(s) seeking to join the League must apply in accordance to the requirements of the League as outlined in articles D-H.  Pending an investigation of the application, an assembly representing existing teams must approve the franchise at a League meeting by a simple majority.
D) Franchise(s) applying for an expansion team within the League must submit the following information in writing:
1) Community where franchise will be located; 
          10/1/00 - new teams will not be allowed to infringe on the geographical territory of an existing franchise.
2) Ownership/governing body of the franchise;
3) Stadium(s) availability based on letter and/or contract from municipal government and/or stadium itself;

5) Each stadium it must have:

Locker rooms to facilitate two teams
Functioning and visible scoreboard

NFL standard field with appropriate out-of-bounds sideline space for teams
A place for officials to change

6)

An explanation as to why they want to join the League
7) $500.00 non-refundable application
8) $1000.00 performance bond - refunded at the end of the second year
9) Successful completion of an independent schedule
E) Franchise(s) accepted into the League are prohibited from using name(s) and/or logo(s) of an established franchise in good standing. 
F) Franchise(s) applying for an expansion team within the League must submit the above information in 4D to the League office by December 31st prior to the upcoming season
G) Franchise(s) accepted into the League in the first meeting of the calendar year will be done so conditionally.  This is to allow further time by the League and/or its expansion committee to check on any other information required.
H) Franchise(s) accepted into the League in the second meeting of the calendar year will be entitled to full enfranchisement, including the right to vote, when the meeting comes into the part on NEW BUSINESS.
 
Teams must own 30 sets of gear (helmets/shoulder pads) and 30 uniforms (home & away jerseys, game pants).
 
Once approved and accepted into the league, the league may choose to give the new
franchise the option of paying a fee to bypass the 2 year probationary period.
 
Summary
1) submit documents by December 31
2) season #1 - successfully complete an independent schedule
3) season #2 - if team is deemed to be in good standing, it is put on the league schedule but is not yet a member of the league (probationary status, no vote)
4) season #3 - prior to season the league owners will vote to
      a) grant the team full enfranchisement (team gets a vote)
      b) continue the team on probation for another season
      c) decline membership request
